Goals for 2015

Occupational health and safety

In 2015, Gazprom Neft plans to:

  • prevent all accidents at hazardous industrial facilities
  • reduce the number of incidents involving equipment by 10%
  • reduce the number of fires by 10%
  • reduce the lost time injury frequency rate (LTIFR) by 20%
  • prevent all industrial accidents at production facilities

In order to promote industrial, fire, and transport safety, and occupational health and safety, the following key measures will form part of the Company’s activities in 2015:

  • developing and implementing Company guidelines, including the Company’s standards on HSE, OS, and CD training, safe conduct of work in hazardous conditions, contractor management, and the contractor rating methodology
  • developing and disseminating methodological guidelines aimed at improving the safety culture
  • suspending contractors that have not undergone medical examinations
  • implementing a '30 step' strategy for contractors
  • developing model plans and traffic route diagrams
  • implementing hands-free systems for drivers
  • participating in working groups to draft guidebooks on the best available technologies
  • working on the General Safety Requirements for Hazardous Production Facilities federal regulations
  • visualizing hazardous areas
  • developing and implementing a pilot project for an electronic medical testing device
  • initiating amendments to Bill No. 116-FZ On Industrial Safety

The Company plans to continue to enhance its work on industrial, fire, and occupational health and safety management. In order to do this, Gazprom Neft will also implement programmes such as monitoring based on the results of industrial inspections and investigations; monitoring the implementation of corrective measures; advanced technical audits, and improving the safety culture.

Environmental protection

In order to improve environmental safety and protection in 2015, the Company will continue to:

  • implement environmental safety programmes, including programmes to rehabilitate oil-contaminated lands, sludge pits and treat oil-contaminated waste, and biodiversity conservation programmes
  • carry out industrial environmental control and monitoring of environmental components
  • conduct scientific research into environmental safety
  • upgrade production facilities to reduce its environmental footprint
  • automate environmental safety business processes
  • update the internal regulatory and methodological framework in line with new environmental legislation
  • develop staff skills in the field of environmental safety and environmental culture
  • initiate changes in environmental legislation
  • participate in a working group to draft guidebooks on the best available technologies
  • participate in the review of bills as part of the Russian Union of Industrialists and Entrepreneurs Committee on Environment Management

The Company's environmental safety priority in 2015 will be to reduce the volume of oil-contaminated lands and oil-contaminated waste. To this end, the Company will implement targeted programmes to rehabilitate contaminated lands and treat oil-contaminated waste.

Energy consumption and energy efficiency

Energy targets:

  • create a skills centre, train staff, and increase the qualifications of the critical energy specialists at subsidiaries and affiliates
  • implement programmes to improve the reliability of electricity supply
  • implement programmes to enhance energy conservation and energy efficiency during the period 2015–2017
  • optimize energy purchase costs

Primary energy saving measures for equipment and technology:

  • optimization of compressor equipment operation
  • optimization of condensate collection and return systems
  • optimization of recovery systems in production processes (using heat from product streams to warm up raw materials and water and air streams)
  • improvement of fuel efficiency in process furnaces by applying ceramic coating to heated surfaces and super-fine insulation coating to furnaces, and upgrading burner units
  • improvement of boiler efficiency
  • upgrading of furnaces to increase efficiency
  • replacement of process furnaces
  • utilization of secondary energy resources
  • optimization of heat consumption in buildings
  • reconstruction of steam and hot water pipes
  • replacement and reconstruction of heat-exchange equipment
  • upgrading of lighting systems
  • replacement of turbine drives with electric motors
  • replacement of steam pumps with electric pumps

Main objectives for improving the energy management system:

  • implementation and certification of the energy management system at Gazprom Neft-Lubricants and Gazprom Neft-Moscow Refinery
  • implementation of the energy management system at Gazprom Neft Corporate Headquarters, certification of Gazprom Neft's energy management system for compliance with the ISO 50001:2011 international standard
  • development of a programme of organizational measures for the implementation of the energy management system at all Downstream Division enterprises
  • basic seminars on the fundamentals of the energy management system at Downstream Division enterprises

Main objectives for improving energy supply RELIABILITY:

  • continued upgrading and development of energy infrastructure
  • deployment of modern diagnostic tools
  • implementation and development of automation systems for the operational management of energy supply systems
  • implementation of targeted research into reliability
